post office insurance question:signature required?

With the new rates, etc, (in May 2007), they now have a fancy black postal form 3813 for domestic insurance $200 and under. It has bar codes and numbers that go on the receipt and on the parcel. Does the recipient have to sign for delivery (if there is no signature confirmation and it is $200 or under)?

Is it the same answer if you use on-line postal labels or Automated Postal Centers?

I read this in the regulations -- is it the answer?:
"An item insured for $200 or less receives a delivery scan. An item insured for more than $200 receives a delivery scan and the recipient's signature. Delivery of insured mail is subject to 508.1.0, Recipient Options, and 508.2.0, Conditions of Delivery."

The reason I ask this is because I don't want to trouble customers traipsing to the post office for items with little value that I might insure.
