I've heard several "experts" (not Steve Passalacqua) state that the crest & seals that are numbers inside a 4 stick box are generic chips.
The following is from a Mason Catalog. I think this makes it clear that each chip is non-duplicative and are special orders.
I think there is little doubt that the chips attributed to the Balinese Room were, in fact made soley for the BR and are not GENERICS.
