Problem with those websites are they are not native American operated, so anyone who orders from them could/would be subjected to taxes and penalties. NYS is happily collecting lists from such companies and the Tobacco Police (yes, they exist) are imposing back taxes and stiff penalties for those who break the law.
AND, with the Indians...they can still operate, but the state has threatened Phillip Morris etc with major fines, so the supply chain has been interrupted. They can't sell what they can't obtain.
