I have tried calling the USPS but cannot reach a live person - only menus. I tried calling the USPS but cannot get to speak to a live person and trying to find it at usps.com ended in frustration.

I've been told, and it's been posted here on the Chipboard that to mail a padded envelope with one chip, the cost is 52 cents (39 cents + 13 cent surcharge for the padded envelope).

Yesterday, I had a padded envelope containing two chips and with 52 cents postage and took it to the post office, and thought it might be over one ounce. I was told by the clerk that I had gone over the amount and would have to pay additional postage of 13 cents. When I questioned the amount, she asked how I'd arrived at that figure and the minute I said surcharge of 13 cents for the padded envelope... she cut me off and very nastily told me I was misinformed and there was no such thing as a surcharge. Before I could say another word, she added: "And if you're going to question me, I'm not accepting your envelope." I decided not to mail the envelope and my husband took it to another post office this morning and they charged 11 cents. This is the first time I've ever encountered a nasty postal worker and maybe this one was just too stressed out to have been at the counter.

Does anyone have the internet address where it might explain the padded envelope surcharge? Next time I go to that post office, I'd like to have it with me.
