What Don says is correct. These rules have slowly evolved since gambling was legalized by the state in 1973. The state is concerned about the clubs running a "fair game" and do not want equipment passed among owners/employees, etc. without the proper certifications. Further, this discussion usually involves the possession of obsolete chips, which are not technically considered "gaming equipment" as they are invalid/out of date.
