What do you do .... when they will not REFUND you?

I saw a $25 Hard Rock Playboy chip on Ebay.

Traded 4 $1 Sands chips and 100$ plus shipping.

Chip was said to be NEW. Selling price $190

When I got the chip, it is worn the insert is
scratch, alot.

Seller will not REFUND me, says I did a switch on him!

I paid by PayPal and he sold the $1 Sands on Ebay already for $25 each, BUY NOW.
