I have never had to deal with this issue, so I was hoping someone out there could give me some info.

My wife bought an item on ebay and paid for the insurance. The item arrived broken.

What are the shipper's responsibilities? I assume they should refund my money and file the claim with USPS.
What are the buyer's responsibilities? I assume I return the broken item. Who pays the S&H on the return?
