I bought 2 different orders of chips from this guy...received the second order...the first NEVER arrived 4 chips for $30.....who is liable for this??? He says I did not insure them, why should I?

If this happened to me I would either refund the buyer or replace the chip, (and chalk it up as another postal screw up)....which I have done several times...
