Read the Ebay rules. By bidding you

are entering into a binding contract. You have no option not to pay as Rich suggests as you would face a non paying bidder complaint from the seller. This is a lesson to be learned by all. If you want to bid on an item in which the shipping is not quoted and the seller is outside the US, ASK BEFORE BIDDING.

My opinion, Pay for the chip, suck up the shipping, leave feedback saying you thought shipping was unreasonable, and take it as a lesson learned and never buy from that seller again. Its one of the cheaperst lessons you will learn.

Anything different from that would mean you are breaking your contract and in my opinion thats the worst kind of buyer. I would block anyone from bidding on my auctions if I knew that they had any intention of not paying someone because they thought shipping charges were too high.
