I know the ruling went against gaming, I was just quoting the basis.

I was suggesting that if the casino owner was a private individual 'sole trader' then the chips would be 'personal possessions' when the casino closed. Had it been Caesars Holdings plc rather than the SilverBird the ruling would probably have been different. The WA Indian casinos are probably not owned by 'sole traders'.
