It isn't unusual to be outbid on an auction, and not unusual for it to be the same bidder. There aren't that many of us buying chips on eBay, so we tend to run into each other a lot. It also isn't unusual to see the same chip sold more than once by the same seller. All that means is that the seller had more than one to sell. Once one auction ends, he starts another auction with a different chip of the same type and denomination. Oftentimes sellers may have a whole box of the same chip that they sell off one by one.

Hang in there, William. You'll get that chip you want eventually. Just keep watching and bid when the price fits what you're willing to spend.
