comes into play when that chip that cost $1 to the end user is used over and over again, thousands of times as a wager.

Wouldn't you like to make widgets for a buck apiece and each time one was used and was returned for another use you stood to profit fifty cents ..., hundreds if not thousands of times? So what if occasionally a relatively few widgets disappear.
