I'm not sure why the dye runs, but I can tell you that red Chipco satin chips do this. They'll even run into the plastic flips unless you get the right type of flips. I've had some chips run through pages of plastic onto other chips. I don't think it was the heat that caused it, just over time, the red will run. Red chipco linen chips do not do this nor do B&G chips. The Tulalip chip appears to be a Bud Jones chip and I don't have any record of the colors on them running so I can't say for sure what caused that.
