Archie the cage person I spoke to in Reno at Circus Circus said it was just a courtesy to their customers just as they will take "foreign" chips on the tables. They pay a service to pick up and cash other casinos chips for them. I guess it all boils down to where do they want the customer to spend their money, at their casino, or send them back to the other casino.
