Texas Holdem Question

We had a little dispute during my monthly game last Saturday. I thought here might be a good place to pose the question in order to settle it before our next game. I know many of you work in the business, IE Dealers, Managers or are frequent and experienced poker players.

One of our players says he even saw it this week on a poker program but I am still in doubt. Hopefully someone here can be kind enough to correct (me???)

When 2 players have a pair how do you determine the winner. Lets say those players have,

A 8 and A 6

The board has A Q J 9 5.

The dispute was that a couple of us thought the winner was A 8. The others said it was top 5 cards. A A Q J 9 and that the two players would have to split the pot.
