It's an error which is a misstrike. Misstrikes are not good. It is like a damaged chip. There are collectors for them but the perfect one is a better chip. I have several misstrikes like yours but none on as fine a chip as yours. Mine are on generic inlaid roulettes. I look on a misstrike as a reject.
