I have always had mixed feelings about situations such as this.

I include the cost of insurance in all my mailings [ That is of course unless the buyer declines to pay for it, or if the chip has little value ]
I also only charge my actual shipping cost which amounts to a little over $2 for postage shipping insurance and cost of envelope.

If the buyer declines the insurance I specifically notify him/her that I can not be held responsible for delivery.

While the vast majority of my trading partners are honest, there is always that one that may not be.
I look to protect them, but also myself.

My general feeling is, it is the responsibility of the buyer to get payment to the seller.
It is the responsibility of the seller to deliver the goods.

I'm sure there will be other opinions on this matter that will be equally valid. This is mine
