EBAY feedback

I have found that more and more Ebay sellers are withholding their feedback until they receive feedback from the buyer. What I mean is when I sell something on Ebay and the buyer pays me by Paypal I give that person good feedback immediately upon confirmation. I feel that it the proper thing to do. However, lately I have found that when I pay with Paypal immediately after winning an item the seller does not post feedback and states that he will do so when he receives feedback. Why, I ask. If he is getting paid immediately I deserve to get good feedback from him, withholding feedback for any reason is unreasonable and unfair in my opinion. It should not be on a reciprocal basis.
How do you out there feel about this?
Do the sellers and buyers have different opinions?
I believe there should not be a contingency basis for giving good feedback!
