I too have been around on ebay for a few years, and have also been snipped numerous times. Back when eBay used to answer their support emails I had asked them a question about selling and snipping.

The question was "Can I refuse a winning bid if it's evident the the buyer used a snipping program?" The answer was, "It's your auction, you can specify anything you want to in your description, but you need to make that very clear to the reader/bidder."

But all this was back when, like Bill said, we all had 28.8 modems. I suppose if I were to add a snipping stipulation into my auctions now, I'd say something like; "Due to the misuse of snipping programs, I will not honour any bid placed within the last 5 seconds of closing."
