No clue to which Alcazar that came from, there were many businesses throughout the country that used the name "Alcazar", throughout the world as far as that goes.
We know the famous Alcazar Hotel had gambling, here's a clip & link that may lead you to someone who knows more
Tour the former Alcazar Hotel including the Casino area that contained the World's largest indoor swimming pool.

Plus there were Shivel's in Lexington, Kentucky. Jack is commonly used as a nickname for John, I'd research John Shivel as well. Lot's of gambling went on in that neck of the woods. Willie "William" or "Bill" Green.
