I did file a complaint with eBay and Paypal. But again, its only $12 bucks. I emailed the same advise to the other people who left feedback. He makes his auctions private to keep out intervention. I feel sorry for those who bid larger sums of money.

But, I have learned something here.... If ever out of work, this is pretty lucrative!
