If the BIOS has been lost there is no way it would restart. There is simply no way for the motherboard to understand what to do. If the BIOS was reset then then it would boot to a configuration page but if it has been corrupted then it is unlikely it will ever boot to anything.

It is quite unlikely that it is the BIOS but I was just putting forward a suggestion that matches your laptop's symptoms.
