If you have chips in a binder inside a case, the thermal mass will keep them relatively cool for hours in 110 degree weather. It's not a problem. I've done it numerous times and the chips are cool to the touch when you open the binder.

The difficulty is when you leave a chip, or a page of chips exposed to the sun (on the dash, or on the car seat). They will warp under these conditions.
