These really old covers are almost always found without matches as that's how the collectors saved them at the time. If it has a large staple, it's likely someone has attempted to 'improve' it by putting a set of matches back in. I have seen quite a few repaired covers done this way in the last year or two. Kind of like filling the hole in a cancelled chip, in my opinion.
