Larry,

You have placed all liability on a transaction onto the buyer and absolved both the seller and delivery systems of any responsibility.

The buyer must in good faith pay for the item before any action is taken by the seller. By doing so, the buyer has met his or her obligations. It then becomes the responsibilty of the seller to make good on his or her end of the deal.
