A riverboat is a casino licensed by a state and travels, although many are stationary, within the borders of the U.S.

Day cruise gambling boats operate off the coast of the U.S. They travel into international waters, I believe 3 miles off the ocean coasts and 15 miles in the Gulf of Mexico, where it is not illegal to gamble. They are not licensed.
