Interesting. I was a some time resident of S.F. We had our share of illegal casinos (other than the fraternal ones) that thrived during WW II (in order to amuse the airmen stationed there) but I had not heard of the Empire Club which would have existed long before WW II given the C&S chip. It's possible but I doubt it.
