The person I got these from gave me this information:

The "Empire Club" Chips were from an estate auction near Sioux City. The man who owned them, I think was a Stock Yard Comm. man.

She also said that she thought they were from an illegal club in either Sioux City, Iowa or Sioux Falls, South Dakota.

I've seen this chip on a site or two but no identification of location. I don't think it's the Empire Club of St. Louis which used a C&S with an interwined EC emblem.
