Collecting's Impact on Casinos

In another thread below, it was mentioned that the Palms is missing 35,000 $1 that have presumably gone to collectors.

My understanding is that casinos must operate on a gold standard, where they have actually money to back up each and every chip they produce.

This means the Palms has $35,000 that they can't ever use. Not a big deal to them, I'm sure, but I'd love to know the actually dynamics in play here. And are their casinos that discourage chip collecting?
