Thanks to all. I will bite the bullet and just send it to him. I don't think I took into account the small size/weight of the object when I thought about sending it overseas.

As for the insurance and how much that will cost I will decide at the Post Office if I want to use their's or go with a self-insured method (i.e. I can always send another one of the chips).
