Gene explained this previously as a rights issue restricting use of both "Triple Crown" and the names of any of the classic races on the same chip. Since we definitely wanted "Kentucky Derby" on one and "Triple Crown" on another, either "Belmont Stakes Winner" or "Preakness Stakes Winner" had to be omitted to keep the number of releases to three (corresponding to the three races). Since the Derby is the Derby and Secretariat's Belmont performance was so unforgettable, I think he made a good choice.
