Whether I felt I had been screwed would depend on other factors. If the price drop was because the seller knew information about the chip that he didn't tell me (like there was a railroad car full of them recently found, or that he found information that it was misattributed) then I would feel screwed. But if the price dropped as a natural result of supply and demand without any fraudulent activity I would not feel screwed, I might feel disappointed, I might feel stupid, I definately would feel embarrassed, but I wouldn't feel screwed.
