Yes, state legislatures ...

... have the primary responsibility for personal injury laws; however, federally mandated safety standards (e.g., for automobiles) are often invoked when injuries occur that can in any way be related to those standards.

And, at least in California, some local governments are starting to get involved in such a way that local ordinances can be used to create liability for personal injury.

Which is why I included all three levels of government in my snide comment! grin

Peace and tranquility would be more likely if we passed a real term limit law (that is, one that limits the annual term of Congress and the state legislatures to a maximum of, say, a couple of weeks or so).

By the way, had I been the judge, I would have thrown Stella's case out on its keister. And would not have taken the case as plaintiff's counsel.
