I wrote that statement in 1976 while serving as the Orange County, CA, Deputy District Attorney responsible for overseeing the office drunk driving programs. My shorthand title was "Deuce Deputy", from the old Penal Code section 502, which covered DUI's (now Vehicle Code section 23102).
