Great response, Michael! All of the variables that you mentioned would affect te new value. Of the most important are the city, casino and type of chip. Las Vegas, Reno & Lake Tahoe are probably the most popular cities to collect, exept for the folks in the A.C. area.

Next important is the chip. Is it hot stamped or a pretty inlay? Is it a metal inlay, bicentennial or other popular collectible?

As a rule of thumb, the value of a popular LV casino, with a pretty inlay, etc., would not drop much, maybe one level, if at all. The value of a hot stamped chip from Winneucca may drop several levels. Other variables, as Micheal stated, such as the finders intent to dispose of the chips slowly or rapidly, are important.
