I don't pretend to know any of the facts. I believe that he would purchase a large number of chips and then proceed to deface most of them and then return those for his money back. The small amount of chips that he keeps which are not defaced would then become more valuable, at least in his mind. It is a low class thing to do, especially if he sells some of the non-defaced chips for a large profit. Just my feelings.
