Let's say a seller puts an item up for auction at a very low price knowing that I will get a buyer. The eBay transaction goes through exactly as it should. eBay gets it fees. However, the seller's real intent is to locate new buyers and sends a list or catalog of additional items for sale along with the auction item looking for larger follow on sales without paying any auction fees.
