... is from Spence's book "Give Me Liberty" (St. Martin's Press, 1998). It is on page 174, in Chapter 16, "Security, the One-Way Ticket to Slavery".

The introduction to the chapter is a quote from Edmund Burke: "The people never give up their liberties but under some delusion."

You're correct, he was writing in a different context (interesting book, though), but the thought is extremely pertinent, nevertheless. There are a lot of Burke's deluded people in this country at the moment.
