Of course it is not possible to accurately define the line where "mistaken" ends and "fraud" starts. That's why I take the conservative appoach, I do not make a claimn unless I am reasonable sure of a fact based on the best information available. Will I at times be wrong, of course. We do not have perfect information. But none the less, I think it is not right to make an unsubstantiated claim.
