Ah, yes. My early days of public poker rooms were in Gardena, where your choices were 5-card draw (high), 5-card draw low (lo-ball) or Pan. My first exposure was at the now-extinct Rainbow and Monterrey clubs, plus other clubs in Gardena. How times have changed!

The law you refer to banned "stud horse poker", and was interpreted for years as meaning stud poker. Eventually, they decided no one knew what stud horse poker was, and 7-card stud, Holdem, Omaha, etc. creeped in the side door, eventually crowding out the draw games.

Since Prop 1A didn't mention craps and roulette, I agree it will be difficult to get them introduced, but remember, we are talking about a compact with the governor, under the auspices of the federal IGRA law, not the state constitution. The Indian tribes are sovereign nations, not directly subject to California state laws and constitution. I wouldn't be completely surprised if one of the nations tried to push the envelope at some time, though this seems early after Prop 1A passage to do it. Remember that California Indian tribes have been instrumental in changing gaming laws in the past... such as the Cabazon decision.

If the plan is to introduce craps & roulette, I would think that, tactically, they would do so at one of the smaller Indian casinos first. And with enough "concession" money to the state, they might win after a while. (As a hypothetical, a compact revision allowing roulette & craps tables in return for a per-table fee to the state, which would be ear-marked for helping poorer families pay their utility bills.) Where there's a will (by the tribes) and a demand (by their customers) and enough political contributions or votes (for the polititians), there's usually a way! JMHO.
