The state constitution of 1850 outlawed all gambling in California excepting 5 card draw poker (apparently a favorite of some legislators) As late as the 1970s cardroom operators could be busted for dealing stud poker. In the 1980s other forms of poker such as stud and "pai gow" poker were legalized, but not craps or roulette. It would take a revision or amendment to the state constitution to legalize them. I personally doubt this is going to happen.
