(Possible) Illegal Chip ID

I just received these chips along with the scanned note. I know that these chips were delivered by the USPC to a distributor in Los Angeles in 1923. Except for the date, everything else seems to fit.

Howdy lists these chips as unknown. Opinions - Gene, Travis, Ed, John, et al.
