There was a lot of switching done on the old Frontier BudJones chips. Here's a $20 that's not real. I know of several other denominations.

I suspect it was done just because it could be done, kind of like the hackers on the web today. Since they don't match a real chip, they couldn't be passed at the casino. Maybe done to fool early collectors, but in those days, chips weren't worth enough to make the effort pay off.

The centers are not hard to get out. The Sahara dollar next to it was missing a center when I got it.
