Hi Archie,
In my opinion "true value" is determined by the total dollar value of ALL sales divided by the number of sales. Yes, the average sales price in relation to knowledge about the chip.

Probably impossible to obtain since ALL sales cannot be tracked and knowledge is difficult to obtain. Let me give you an example:

Archie read the post by Jay Sands. He talks about the blue and orange $1.00 Sands chips. I took three boxes of each (600 chips), brand new chips, out of the Sands before it closed. So did many other individuals. The chip is worth $3.00 bucks each - TOP DOLLAR. Yet it sells on ebay at around $20.00 each. Why?? Because buyers don't know EVERY SINGLE chip was taken out of the Sands by collectors and speculators prior to closing. My friend with me also took three boxes each. The chip is as common as dirt. Without knowledge of what I just wrote collectors might believe true value is in the $20.00 range. Nothing could be further from the truth!!! I traded my six boxes to a dealer for chips I needed at $2.00 each.

This is just one chip. I could go on and on about others. So could the many collectors on this board. However, I believe you get my point.
