I think what you're missing is the reactions by specific state gaming commissions to "sample" chips. Here in Colorado, we've had a gaming commission board member state that real chips from closed casinos should be confiscated by the board because the chips didn't belong to the collector, they belonged to the closed casinos!

Manufacturer's samples should never be sold. Traded yes. Given away, absolutely!
