I don't think the UV marks are for the casinos' benefit at all. I think they facilitate process control for the manufacturer, like lot numbers on breakfast cereal boxes. As they would not be hard to add to a chip after manufacture, they would make poor security features.

Paul-son uses microdots where they really want a security feature that is hard to counterfeit on their chips.
