John; I don't care how inexperienced an ebay seller is. A "RARE" anything does not sell for a five-dollar bill or less. "Rare" chips sell for hundreds or thousands of dollars.... not $4.99

If the seller does not know for a fact that whatever is selling is rare or not than he/she should not advertise it as such. To do otherwise impeaches his/her credibility or integrity in my view. Others may disagree, but I look upon it as an attempt to mislead a potential buyer who is as ignorant as the seller.
