Seems to me I've read that the US Mint, because they strike thousands of proof coins, abrasive-blasts the dies periodically to create the frost on the devices of the coin. Then polishing the high areas of the dies gives the fields a mirrored surface. I don't remember how often this is required though. Not all the proof coins they ship are "frosted", so obviously they strike quite a few in between die treatments.
