Paul; Of course you are correct. The rounded-off 60% I referred to in my post should have read 59% of those voting voted yes to accept the ammendment... but it was still well short of the necessary 2/3rds or 66%. I agree, it was a dismal showing of interest on an important issue. I would have felt much better if a larger percentage of disinterested club members took the time to vote one way or the other. But as one poster commented, no one can force anyone else to vote ... and I agree with another post that said the Editor should not be blamed for the way the eventual vote did turn out.
