I think it does say NV. The font used appears to be a specialty design that uses sections of bamboo sticks to assemble the letters. The "V" is 2 bamboo sticks that overlap at the bottom. At least that's what it appears to me.
Use at a private club (non-liscensed by Gaming) as described in post above is consistent with the looks of this chip, IMO.
